Dear Lord. When will the concrete end?
There's a really interesting article about Japanese construction laws and never-ending concrete here: http://www3.tky.3web.ne.jp/~edjacob/honest.htm
It claims that many of the eyesores that blight the landscape are more due to the corrupt construction industry than anything else, which would explain a lot.
